Glenmore Lighthouse OPCAT monitoring report, July 2023

This report is from a visit to Glenmore Lighthouse, a whare run by Kia Puāwai. It provides a safe place for mokopuna aged 13-17 years old to stay, often for a short period of time, at short notice or in an emergency.

Until I July 2023, the Children’s Commissioner was a National Preventive Mechanism (NPM) under the Optional Protocol to the Convention Against Torture and Other Cruel, Inhuman, Degrading Treatment or Punishment (OPCAT).

From 1 July 2023, the Children and Young People’s Commission (Mana Mokopuna) was established, replacing the Children’s Commissioner, and now has the NPM designation.

This visit was undertaken in June 2023 by the Office of the Children’s Commissioner, but the report was not published until July 2023. For consistency and accuracy during this transition phase, this report references the monitoring work done by the Office of the Children’s Commissioner in June, noting that Mana Mokopuna is now established.
