Regional Rangatahi Adolescent Inpatient Service OPCAT follow-up report

This report is from a follow-up visit to the Regional Rangatahi Adolescent Inpatient Service (Rangatahi), undertaken by the Office of the Children's Commissioner in May 2023.

Until I July 2023, the Children’s Commissioner was a National Preventive Mechanism (NPM) under the Optional Protocol to the Convention Against Torture and Other Cruel, Inhuman, Degrading Treatment or Punishment (OPCAT).

From 1 July 2023, the Children and Young People’s Commission (Mana Mokopuna) was established, replacing the Children’s Commissioner, and now has the NPM designation.

The visit to Rangatahi was undertaken in March 2023 by the Office of the Children’s Commissioner, but the report was not published until September 2023. For consistency and accuracy during this transition phase, this report references the monitoring work done by the Office of the Children’s Commissioner in June, noting that Mana Mokopuna is now established.
