Te Puna Wai ō Tuhinapo OPCAT Follow-Up Monitoring Report, June 2023

This report is from a follow-up visit to Te Puna Wai ō Tuhinapo Youth Justice Residence undertaken by the Office of the Children's Commissioner in June 2023. It is one of two reports that led to Oranga Tamariki commissioning a Rapid Review of the residence system.

Until I July 2023, the Children’s Commissioner was a National Preventive Mechanism (NPM) under the Optional Protocol to the Convention Against Torture and Other Cruel, Inhuman, Degrading Treatment or Punishment (OPCAT).

From 1 July 2023, the Children and Young People’s Commission (Mana Mokopuna) was established, replacing the Children’s Commissioner, and now has the NPM designation.

This visit to was undertaken in June 2023 by the Office of the Children’s Commissioner, but the report was not published until October 2023. For consistency and accuracy during this transition phase, this report references the monitoring work done by the Office of the Children’s Commissioner in June, noting that Mana Mokopuna is now established.
